Clarification Regarding Currency Return Hub
Currency Return Hub has never sought to stop, delay, or interfere with any transaction involving participants who wish to remain involved. We are not attempting to make that decision for approximately 7,500 other participants.
Our requests are straightforward: participants who have requested the return of their own property are seeking its return and documentation concerning its custody and the authority under which it continues to be held.
Regarding confidentiality: Various documents and communications issued during the history of the SWAP contain or reference confidentiality and non-disclosure provisions. We are reviewing the original documents, their stated terms, execution status, duration, and any claimed extensions or continuing obligations. No statement on this site should be interpreted as conceding the existence or enforceability of any presently binding confidentiality obligation. If a current governing document is claimed to impose such an obligation, production of that document would help resolve the issue.
We are reviewing the original intake documents, authorizations, powers of attorney, receipts, written communications and other governing records. Where those documents establish a fact, we will identify the source. Where something cannot be independently verified, we will say so.
We do not seek to prevent anyone else from participating. We seek transparency concerning our own property and the ability of participants who have requested return to have their property returned.
If documentation exists establishing authority to continue holding property after its owner has requested its return, or establishing obligations that differ from the documents presently in our possession, we welcome production of that documentation for review.

Public Outreach & Media
As participants began organizing records and requesting clarification, outreach efforts expanded to public agencies, researchers, and media organizations. A public outreach page has been created to help explain the concerns from the perspective of participating families and individuals.
Based on reviewed materials and available records, the following items have not been made available for participant review:
Current Documentation Gaps
- No current executed member agreement (contract) has been made available for review.
- No individualized custody verification has been made available.
- No member-specific accounting has been made available.
- No defined return mechanism has been documented in available materials.
- Communications continue to reference future processes instead of present verification.
Why This Matters
The following reflects general legal and documentation principles for participant awareness:
Submitted currency remains personal property unless legally transferred under a valid agreement.
- What documentation exists
- Who claims authority over submitted assets
- Whether any current written process governs custody, accounting, or return
Some materials are limited to verified participants to protect member privacy and keep the document review process organized. Verified participants may request access to additional member-only materials.
